Applying for your first German passport
General Information
The Embassy in Abuja issues passports to German citizens who have their usual place of residence in the following states of Nigeria: Adamawa, Benue, Borno, Federal Capital Territory, Gombe, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kogi, Kwara, Nassarawa, Niger, Plateau, Sokoto, Taraba, Yobe, Zamfara.
The Consulate General in Lagos issues passports to German citizens who are normally resident in the following states of Nigeria: Abia, Akwa-Ibom, Anambra, Bayelsa, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Imo, Lagos, Ogun, Ondo, Osun, Oyo, and Rivers.
Application
Both the German Embassy in Abuja and the German Consulate General in Lagos require pre-booked appointments for passport matters. Please make sure to book your appointment using our booking system.

Process
Before a passport can be issued, a document verification procedure must generally be carried out. The final processing of the passport application can only take place after successful completion of the document verification and, if applicable, acknowledgement of paternity and declaration of name.
A processing time of at least 8 months, and in some cases longer, is to be expected.
Fees of 210,000 to 280,000 Naira are currently charged for the document verification.
Required documents
All documents must be submitted in the original with a copy at the time of application. This also applies if the same documents have already been submitted to the embassy or the consulate general for another purpose. Documents that are not in German or English must be accompanied by a German translation by a recognised translation agency.
Concerning the Nigerian parent:
- Copy of his/her passport
- Full name, address, telephone number and e-mail address
- Old school documents
- If applicable, baptism certificate
- Birth certificate issued by the hospital he/she was born in
- If the birth was registered: Certificate of Birth issued by the Local Government
- Declaration of age, deposed by a parent or the head of family before the High Court
- Affidavit of Family Status / Spinsterhood / Bachelorhood, deposed by a parent or the head of family before the High Court
- If applicable, marriage certificate
- Completely filled questionnaire for document verifications
- Old family photographs
Concerning the German parent:
- Copy of his/her passport
- Proof of his/her family status, such as marriage certificate/divorce decree
- If applicable, certificate of naturalization
Concerning the child:
- Birth Certificate issued by the National Population Commission at the place of birth
- Birth certificate issued by the hospital the child was born in
- If applicable, baptism certificate
- If applicable, school certificates
- If both parents are unable to appear in person and the minor child is accompanied by a third party, an informal power of attorney from the parents and a valid ID document of the authorized representative must be presented. The power of attorney must contain the following information: Full names of the parents
- Full name of the child/children
- Full name of the third party
- Identification numbers
- Copies of the passports of all persons involved as attachments
Additional documents might be requested.
- A duly completed passport application form
- Two recent passport photograph according to biometric specifications (35 x 45 mm). You can find more specifications here
- Current passport
- Proof of legal residence in Nigeria, such as Nigerian visa/permanent residence permit or Nigerian passport (for dual citizens only)
- Deregistration certificate from your last place of residence in Germany (“Abmeldebescheinigung”)
- Passport copies of both parents
- Proof of residence of both parents
- Birth certificate
- If applicable, marriage certificate of the parents
- It is necessary that the parent(s) who hold(s) custody of the child come(s) to the Embassy or Consulate General in person with the child to file the passport application. If one parent resides outside of Nigeria and cannot come by in person, a declaration of consent is required before the passport can be issued.

Important information on the acceleration of the passport process:
- Please submit all the mentioned documents. Without complete documents, the document verification cannot be initiated and another appointment would be necessary. .

Please ensure that the affidavits are formally correct. Affidavits must be signed by the person making the declaration. If the signature on the document differs from the normal signature, it cannot be recognized by us and must be resubmitted.
In the case of declarations that are only signed by fingerprint, the “illiterate jurat” must be affixed to the declaration.
Please do not use service providers to give affidavits in Your name. Experience has shown that these documents are often forged and cannot be recognized by us.
- Pleas ensure that birth certificates are issued by the competent authority.
- False information in the passport procedure leads to considerable delays and possibly to the rejection of the application. Surrogacy, adoptions or non-biological children should be openly communicated at the first interview so that the procedure can be adapted.

Fees
The fees for issuing a new passport are set in euros worldwide, but payment must be made in the local currency (Nigerian naira). The conversion is made at the current daily exchange rate, which you can obtain from the embassy or consulate general.
At the embassy in Abuja, payment can be made either in cash or by international credit card (euros or dollars).
At the Consulate General in Lagos, electronic payment via POS is also possible.

Explanations:
The basic fee and the foreign surcharge are always charged.
The non-jurisdiction surcharge is also payable if the applicant still has a registered residence in Germany and the foreign mission is therefore not normally responsible.
The express surcharge must be paid if the applicant wishes to have their passport issued quickly.
The 48-page surcharge is levied if the passport applied for is to have 48 pages (instead of 36 pages). This is often requested by applicants who travel frequently.
In exceptional cases and under special circumstances, temporary passports with a maximum validity of one year may also be issued. The fee for a temporary passport is at least EUR 70.
